Angie Mandelstein is a seasoned criminal justice and public safety expert with more than two decades of experience in policy development, strategic planning, budgeting, auditing, and training. As a former Budget and Policy Manager and Analyst for the Texas Legislature, Angie spent over 13 years developing data-driven legislative recommendations, testifying before committees, and engaging with state leadership to shape public safety and criminal justice policy.

Angie managed the Criminal Justice and Public Safety team for the Texas Legislative Budget Board, overseeing agencies such as the Department of Criminal Justice, Department of Public Safety, Juvenile Justice Department, and others. In this capacity, she led agency strategic planning efforts, assessed performance, and guided improvement initiatives aligned with state goals.

With a combined 13 years of experience auditing and training Adult and Juvenile Probation Departments and Officers, Angie brings deep knowledge of evidence-based practices and frontline operations. Earlier in her career, she supervised both adult and juvenile probation caseloads, connecting individuals and families with vital services and supports.

In 2024, Angie joined The Stephen Group to support Arkansas’ Departments of Safety and Corrections, helping to develop strategic management plans under the Arkansas First initiative. Angie holds a BA, Psychology from Southwest Texas State University.
